Because we want a powerful monster we can control, and that kind of thing has never turned out badly in the past.

Also: I'm pretty sure what they mean is "attracting an audience", which is very different from creating one.

nah, you forgot the monster part. They may even have some spare parts around for the author to use in creating them.
